The Tucson Chapter of the Federal Bar Association recognize those who contribute to the quality of federal practice in Southern Arizona through its Honorable William D. Browning Award and Fredric F. Kay Distinguished Service Award.
The Honorable William D. Browning Award acknowledges Judge Browning’s leadership in forming the Tucson Chapter and establishes a link between the Tucson Chapter and the James E. Rogers College of Law at the University of Arizona.
The Tucson Chapter awards scholarships, in the name of Judge Browning, to the top two first year law students who excelled in the study of constitutional law, as selected by Constitutional Law Professors, in the name of Judge Browning. The recipients attend a luncheon to accept the scholarships.

The Fredric F. Kay Distinguished Service to the District of Arizona Award is named for former Federal Public Defender Fred Kay, who served in the Federal Public Defender’s office from 1971 to 2004. The Tucson Chapter presents a plaque to a recipient who has for many years served and enhanced the quality of justice in the District of Arizona.
